The book covers the theoretical, methodological and empirical foundations of management culture, as well as the prospects and problems associated with it in the context of and in developing and transition countries. Referring to the prevailing norms and values in public organizations the administrative culture of the perception and attitude of public officials. In many countries, government officials have been criticized for being corrupt, incompetent, unreliable and self-centred.Their attitudes, norms and values and how they operate are in constant conflict with the rule of law. Recently dignity Weberian bureaucracy model reclaimed as new public management alternatives (NPM): that is, as a model that emphasizes fairness, the right route, experience and hierarchy rather than manipulation of incentive structures and market competition. In particular, it was suggested that a meritocratic system of recruitment and predictable long-term career bureaucrats increases professional competence and contributes to a culture of professionalism among them. Nevertheless, it remains unclear how and under what conditions such a model can be adopted.Among main obstacles seem to be created by the power structure and the existing political and social culture that undermines the effective implementation of the Weberian model.
