The Indian Ocean is of great geo-political and strategic importance. More than Eighty per cent of global marine oil trade passes through the ocean. Access to resources is controlled under the (fishing) or still to be conceived (mining of deep seabed) and security issues, such as piracy and stability strategically located countries are propelling the country to review the naval capabilities and priorities. This applies to the littoral states, as well as extra-regional powers, such as China, Japan, European countries and the United States, each of which is keenly interested in the maintenance and conservation of the marine communication path. The revival of the maritime concerns encourages new dynamics of competition and cooperation in the region, which has historically characterized by dense cultural, economic and political networks. In the Indian Ocean is vast and expansive space where no power was not able to hold on to power. Consequently, multilateralism and open regionalism is a key factor in the stability, in terms of both military and commercial coordination. In this question, the scientists from Asia, Europe and the United States to study the institutions and examples of marine management in the Indian Ocean, including security measures, developing forms of alliances and counter-balancing, policy planning and forecasting.
